ORDERING PROCEDURES FOR SERVICES (REQUIRING A STATEMENT OF WORK)

We received several contracts under the basis award of Contract No GS-07F-0026W. The process has been the same with contracts valued from less than $100,000 to over $4,000,000. However, with contracts over $200,000, the agency is required to select at least three (3) contractors from the GSA schedule.
 
A request for quotation is issued on a Standard Form (SF18), Request for Quotation (RFQ). A Statement of Work (SOW), a local wage determination or union agreement and instructions for structuring the quotation are also included.
 
This latter section may include guidelines for identifying past performance, technical approach to providing the required support and staffing or other support. The RFQ may also call for a price breakdown but normally requires compliance with GSA Schedule rates.
 
GSA is permitted to add a cost associated with the one percent (1%) Industrial Funding Fee. If a contract is for a significant amount, the contractor may wish to offer a reduction in profit. The client is permitted to select the successful contractor based on "best value".
 
The Schedule is attractive because it is not necessary to advertise the requirement to everyone and the solicitation and an award can be completed in a relatively short time frame. Under one (1) requirement we received two (2) weeks to develop and submit our proposal, the agency took two (2) weeks to evaluate and award a contract and we had two (2) weeks to initiate performance.

Electronic Security Technician:
Operates & maintains equipment used in security operations. Monitors the status of all alarm & signal systems. Coordinates repair & maintenance activities as required.

 
Court Security Officer:
Patrols courthouse to provide security. Escorts defendants to and from courtroom, and stands guard during court proceedings. Checks courtroom for security. Assignments include not only the monitoring of entrances to the court but also attention to the special needs of the court system, particularly in the area of personal protection for the judges, jurors, witnesses, attorneys and other persons involved with the court, including the general public. Duties require specialized training in methods and techniques of protecting security areas. Is required to demonstrate physical fitness and proficiency with firearms or other special weapons.
 
Project Manager:
Manages, directs, and controls all project activities, including the security operations staff and technical support personnel.
 
Locksmith:
Installs, maintains, and repairs equipment in accordance with the client's lock and key systems. Technicians require specialized training.
 
Assistant Project Manager:
Assist the Project Manager and acts as a deputy in the absence of the Project Manager.
 
Emergency Medical Technician:
Provides medical emergency first response. As this position requires extensive training and the use of an Automatic External Defibrillator, technicians must be certified.
 
Executive Protection Driver:
Chauffeurs designated individuals. Coordinates maintenance and repair of vehicles and associated equipment. Must be mechanically proficient. EP Drivers are unarmed.
 
Supervisor:
Provides oversight to security operations. Depending upon the level of supervision to which they are assigned, security officers acting as supervisors will be experienced and qualified individuals possessing all necessary permits, licenses, and authority applicable to the position.
 
Truck Driver Light:
Drives automobile or light truck to deliver messages, documents, packages and mail to various business concerns or governmental agencies. May transport office personnel and visitors, and perform miscellaneous errands, such as carrying mail to and from the post office and sorting or opening incoming and outgoing mail. May obtain receipts for articles delivered and keep a log of items received and delivered. May deliver items to offices and departments within an establishment.
 
Security Clerk:
Performs administrative and clerical duties. Skilled in the use of all standard office equipment, including computers.
 
Badging/Identification Clerk:
Provides access control to a facility through badging and identification duties.
 
Guard II:
Enforces regulations designed to prevent breaches of security. Exercises judgment in deciding if first response should be to intervene directly or to keep the situation under surveillance so that the appropriate authorities can be notified. This guard is required to demonstrate continuing physical fitness and proficiency with firearms or other weapons.
 
 
General Clerk II:
Performs a combination of routine clerical tasks to support business or administrative operations, such as typing; filing; maintaining records; retrieving and compiling data; responding to simple requests with standard answers; calculating and posting charges to departmental accounts; opening mail, running mail through metering machines; screening received packages through security equipment such as x-ray machines and magnetometer systems. Workers follow prescribed procedures or steps with little or no variation.
 
Guard I:
Carries out instructions primarily oriented toward insuring that emergencies and security violations are readily discovered and reported to appropriate authority. Intervenes directly only in situations which require minimal action to safeguard property or persons. This guard is unarmed. Duties require basic security training and can include such activities as traffic control, access control, or roving patrols. With the proper clearance, this guard can act as a security escort and a classified document destruction worker.
